If not enabled, try enabling them and see if mods now work. If the plugins are active on Vortex plugins-tab but still don't work in-game, try starting Skyrim, in menu click 'Mod' followed by 'Load Order' and see if plugins are enabled. Note, in off-chance you're using external HD/SSD, some is formatted with some kind of FAT file system and this isn't compatible with hard-linking. Also make sure 'Deployment Method' is 'Hardlink Deployment'.

Check if all your files are there, and unsubscribe the ones that doesnt work. For mods with plugins, have you checked on Vortex plugins-tab the plugins are enabled? I personally dont use nexus mod manager(i install mods and addons myself and manually) Nexus mod manager. Go back into Workshop and click Inventory and then Subscribed.
