If not enabled, try enabling them and see if mods now work. If the plugins are active on Vortex plugins-tab but still don't work in-game, try starting Skyrim, in menu click 'Mod' followed by 'Load Order' and see if plugins are enabled. Note, in off-chance you're using external HD/SSD, some is formatted with some kind of FAT file system and this isn't compatible with hard-linking. Also make sure 'Deployment Method' is 'Hardlink Deployment'.

Try running the game again in order to check if Skyrim infinite loading problem still appears Note: Another change you can make to the ‘skyrim.ini’ file is to make sure that the MapMenu section of the file looks like the snippet we will include below. If Skyrim and 'Mod Staging Folder' is on different disks, example Skyrim is installed on d:, you'll need to type-in a new location of 'Mod Staging Folder' to be example d:\vortex\mods\ and then you click 'Apply' Vortex will move the mods for you. Editing the ‘skyrim.ini’ file to look like this. In this case, check under Vortex - Settings - Mods and make sure 'Mod Staging Folder' is on the same disk as Skyrim is installed to. If the plugin-tab only have the 5 ESM of the base game (+ any creation club plugins), this indicates you've got a problem with Deploying. Check if all your files are there, and unsubscribe the ones that doesnt work. For mods with plugins, have you checked on Vortex plugins-tab the plugins are enabled? I personally dont use nexus mod manager(i install mods and addons myself and manually) Nexus mod manager. Go back into Workshop and click Inventory and then Subscribed.
